مناصب کی تقرری امانت ہے
حضرت ابو موسیٰ اشعری رضی اللہ تعالیٰ عنہ سے روایت ہے کہ میں اور میرے دو چچا زاد بھائی نبی کریم صلی اللہ علیہ وسلم کی خدمت میں حاضر ہوئے تو ان میں سے ایک نے کہا، یا رسول اللہ صلی اللہ علیہ وسلم! جن علاقوں پر اللہ نے آپ کو حکمران بنایا ہے ان میں سے بعض کی گورنری (وغیرہ) ہمیں عنایت فرما دیں، دوسرے نے بھی ایسی ہی بات کی، تو آپ صلی اللہ علیہ وسلم نے ارشاد فرمایا کہ: “اللہ کی قسم! ہم حکومتی عہدوں پر ایسے کسی شخص کو مقرر نہیں کرتے جو خود اس کا سوال کرے، نہ ایسے کسی شخص کو جو اس کی خواہش کرے۔” (بخاری و مسلم)
رسول اللہ صلی اللہ علیہ وسلم کا یہ معمول تھا کہ جو شخص کسی خدمت و ذمہ داری کا طالب ہوتا اور آپ صلی اللہ علیہ وسلم سے اس کی درخواست کرتا تو آپ صلی اللہ علیہ وسلم اس کو اس کام پر مقرر نہ فرماتے کیونکہ کسی منصب کا طالب ہونا جاہ پر دلالت کرتا ہے جو آخر کار طالب کے حق میں خرابی کا باعث ہوتا ہے، لہٰذا ایسے کسی شخص کو عہدہ و منصب نہ دیا جائے جو خود اس کا طالب یا حریص ہو کیونکہ ایسے لوگ عموماً اپنے ذاتی مفادات کے لیے ان عہدوں کو حاصل کرتے ہیں، جس سے عام لوگوں کے مفادات کو نقصان پہنچتا ہے، جبکہ حکومت کا مقصد تو عام لوگوں کو فائدہ پہنچانا ہوتا ہے نہ کہ چند مراعات یافتہ مخصوص لوگوں کو یا حکومتی منصب پر فائز لوگوں کو۔
عہدوں اور مناصب کی تقرری دراصل ایک امانت ہے اور امانت کا ایک مفہوم یہ ہے کہ ہر چیز کو اس کے لائق اور مناسب جگہ رکھا جائے، کوئی عہدہ و منصب انہیں کے حوالے کیا جائے جو اس کا مستحق ہو اور کسی ذمہ داری کا اہل اسی کو سمجھا جائے جو اس کو بخوبی سے نبھا سکے اور اس کی صلاحیت اس کے اندر موجود ہو، گورنریاں، صدارتیں، ملکی و قومی و جماعتی ذمہ داریاں، جو کسی پر اعتماد کر کے اس کے حوالے کی جائیں، یہ سب امانتیں ہیں جن کے بارے میں متعلق افراد جواب دہ ہیں، اس کے متعلق قرآن اور احادیث میں بے انتہا تاکید کی گئی ہے۔ ہم نے کسی نا اہل فرد کو اس کام کے لیے منتخب کر لیا تو کھلی ہوئی خیانت کے مرتکب ہوں گے اور اس کی جواب دہی روزِ حشر میں دینی ہوگی۔
ایک حدیث میں اس طرح آنا ہے کہ ابو ذر رضی اللہ تعالیٰ عنہ نے کہا، یا رسول اللہ صلی اللہ علیہ وسلم! کیا آپ صلی اللہ علیہ وسلم مجھے کسی جگہ کا عامل (سرکاری عہدیدار یا کوئی گورنر) نہیں بناتے؟ آپ صلی اللہ علیہ وسلم نے اپنا ہاتھ میرے کندھے پر مارا اور فرمایا، اے ابو ذر! تو کمزور ہے، اور (یہ منصب) ایک اہم امانت ہے، یہ قیامت والے دن رسوائی اور ندامت (کا باعث) ہوگا، سوائے اس شخص کے جو اسے حق کے ساتھ (اہلیت کی بنیاد پر) حاصل کرے اور ان ذمہ داریوں کو پورا کرے جو اس کی بابت اس پر عائد ہوتی ہے۔ (بحوالہ مسلم)
اس میں ان لوگوں کو سرکاری مناصب حاصل کرنے کی اجازت دی گئی ہے جن میں دو شرطیں موجود ہوں، ایک اس منصب کی اہلیت اور دوسری اس منصب کی ذمہ داریوں کی ادائیگی کی استعداد اور قوت، جیسے کوئی حکمران بنے تو عدل و انصاف قائم کرنے اور اس کے تقاضوں کو بروئے کار لانے کی صلاحیت و قوت سے بہرہ ور ہو، کیونکہ یہ ایک بہت بڑی امانت ہے، مذکورہ شرطوں کے بغیر اسے حاصل کرنا ایک کھلی خیانت ہے جس کی سخت سزا قیامت کے روز اسے بھگتنی پڑے گی۔
اللہ کے رسول صلی اللہ علیہ وسلم نے فرمایا جس نے محض رشتہ داری کی وجہ سے کسی آدمی کو عامل بنایا حالانکہ لوگوں کے درمیان ایسا فرد موجود تھا جو اللہ کے نزدیک زیادہ محبوب تھا تو اس نے اللہ، اس کے رسول اور تمام مسلمانوں کے ساتھ خیانت کی۔ (بحوالہ حاکم)
وہ امت جس کے اندر سے امانت کی صفت اٹھ جاتی ہے، اس کی پہچان یہ ہے کہ اس میں ذمہ داریاں اور عہدے اور مناصب شفاعتوں کے کھیل تماشے بن کر رہ جاتے ہیں، با صلاحیت افراد کی قدر و قیمت کم ہو جاتی ہے اور ان کی جگہ بے صلاحیت اور کمتر افراد رکھے جاتے ہیں، یہ فساد ان علامتوں میں شامل ہے جو آخری زمانے میں ظاہر ہوں گے۔
ایک آدمی اللہ کے رسول کی خدمت میں آیا اور اس نے آپ صلی اللہ علیہ وسلم سے پوچھا، قیامت کب آئے گی؟ آپ صلی اللہ علیہ وسلم نے جواب دیا جب امانتیں ضائع ہونے لگیں تو قیامت کا انتظار کرو، اس نے دوبارہ پوچھا امانتوں کی بربادی کا مطلب کیا ہے؟ آپ صلی اللہ علیہ وسلم نے فرمایا جب ذمہ داریاں نا اہل افراد کو سونپی جائیں تو قیامت کا انتظار کرو۔ (بحوالہ بخاری)

English translation
Narrated from Abu Musa al-Ash’ari (may Allah be pleased with him): I and two of my paternal cousins came into the presence of the noble Prophet صلى الله عليه وسلم, and one of them said, “O Messenger of Allah صلى الله عليه وسلم! Grant us the governorship (and the like) of some of the territories over which Allah has made you ruler.” The other said something similar. So the Prophet صلى الله عليه وسلم said: “By Allah! We do not appoint to governmental offices anyone who himself asks for it, nor anyone who wishes for it.”
It was the practice of the Messenger of Allah صلى الله عليه وسلم that whoever sought some service or responsibility and requested it from him, he صلى الله عليه وسلم would not appoint him to that task, because seeking an office indicates a craving for status (jah), which ultimately becomes a cause of harm for the seeker. Therefore no office or position should be given to anyone who himself seeks or craves it, because such people generally acquire these offices for their personal interests, which harms the interests of the common people — whereas the aim of government is to benefit the common people, not a few privileged special people or those holding governmental office.
The appointment to offices and positions is in reality a trust, and one meaning of a trust is that everything should be put in its worthy and appropriate place: no office or position should be handed except to one who deserves it, and none should be considered fit for a responsibility except one who can discharge it well and possesses the capability within him. Governorships, presidencies, national and communal responsibilities — which are entrusted to someone in reliance upon him — these are all trusts for which the persons concerned are answerable, and there is unlimited emphasis regarding this in the Qur’an and the ahadith. If we select an unfit person for such a task, we will be committing an open breach of trust for which we will have to answer on the Day of Gathering.
In a hadith it comes thus: Abu Dharr (may Allah be pleased with him) said, “O Messenger of Allah صلى الله عليه وسلم! Will you not make me the governor (a state official or some governor) of some place?” The Messenger of Allah صلى الله عليه وسلم struck my shoulder with his hand and said, “O Abu Dharr! You are weak, and (this office) is an important trust; it will be a source of disgrace and regret on the Day of Resurrection — except for the one who takes it up by right (on the basis of fitness) and fulfils the responsibilities that fall upon him regarding it.” (Reported by Muslim)
In this, permission is given to acquire governmental offices to those in whom two conditions are present: one, the fitness for that office; and two, the aptitude and strength to discharge the responsibilities of that office — for example, if someone becomes a ruler, he should be endowed with the ability and strength to establish justice and fairness and to carry out its requirements — because it is a very great trust; to acquire it without the aforementioned conditions is an open breach of trust, the severe punishment of which he will have to bear on the Day of Resurrection.
The Messenger of Allah صلى الله عليه وسلم said: Whoever appointed a man as governor merely because of kinship, while there was among the people someone more beloved to Allah, has betrayed Allah, His Messenger, and all the Muslims. (Reported by Hakim)
The ummah from within which the quality of trustworthiness has departed — its mark is that in it responsibilities, offices and positions become playthings, the worth and value of capable people diminishes, and in their place incapable and lesser people are placed. This corruption is among the signs that will appear in the last age.
A man came into the presence of the Messenger of Allah and asked him, “When will the Hour come?” The Messenger of Allah صلى الله عليه وسلم replied, “When trusts begin to be wasted, then await the Hour.” He asked again, “What is meant by the wasting of trusts?” The Messenger of Allah صلى الله عليه وسلم said, “When responsibilities are entrusted to unfit persons, then await the Hour.” (Reported by Bukhari)
