دین اور سیاست
حضرت ابو ہریرہ رضی اللہ تعالیٰ عنہ سے روایت ہے کہ رسول اللہ صلی اللہ علیہ وسلم نے ارشاد فرمایا:'' بنی اسرائیل کی سیاست ان کے پیغمبر کرتے تھے، جب ایک پیغمبر فوت ہو جاتا تو اس کا جانشین دوسرا پیغمبر بن جاتا اور (یاد رکھو) میرے بعد کوئی پیغمبر نہیں اور میرے بعد خلفاء ہوں گے اور کثرت سے ہوں گے، صحابہ کرام رضوان اللہ عنہم اجمعین نے عرض کیا، یا رسول اللہ صلی اللہ علیہ وسلم! پس آپ ہمیں کیا حکم ارشاد فرماتے ہیں؟ آپ صلی اللہ علیہ وسلم نے فرمایا: جس سے پہلے بیعت کرو، اسے پورا کرو، پھر اس کے بعد والے سے بیعت کرو، پھر انہیں ان کا حق دو اور تمہارے جو اپنے حقوق ہیں، ان کا سوال اللہ سے کرو، اس لیے کہ اللہ تعالیٰ ان کی بابت جن کا ان کو والی بنائے گا، خود ہی ان سے پوچھ لے گا۔'' (بخاری و مسلم)
سیاست یعنی کاروبار حکومت بری چیز نہیں، اگر بری ہوتی تو انبیاء سیاست نہ کرتے، انبیاء کے سیاست کرنے کا مطلب ہے، جہاں بانی اور حکومتی معاملات بھی انہی کے سپرد ہوتے تھے یعنی دین اور دنیا، دونوں امور کے ذمے دار انبیاء علیہم السلام ہوتے تھے، دین اور دنیا کے درمیان تفریق نہیں کی جاتی تھی، جیسے خلافت راشدہ اور اس کے کچھ عرصے بعد تک اسلام میں بھی یہ صورت رہی، اس لیے ایک نبی کی وفات اور اس کے بعد دوسرا نبی آجاتا اور اس کا جانشین بن جاتا، جیسے حکمرانی کے منصب میں ہوتا ہے، ایک کے بعد دوسرا حکمران بن جاتا ہے۔
اس حدیث پاک میں ختم نبوت کا مسئلہ بھی واضح فرما دیا گیا ہے کہ اب میرے بعد کوئی نبی نہیں آئے گا البتہ خلفاء ہوں گے اور دعویدار ان خلافت زیادہ ہوں تو اس کا حل بھی بیان فرمایا کہ پہلے خلیفہ کی بیعت پوری کرو، اس کی موجودگی میں کسی دوسرے مدعی خلافت کی طرف توجہ مت دو، گویا اس کا حاصل یہ ہے کہ جس طرح علی الترتیب ایک کے بعد دوسرا خلیفہ مقرر ہو اسی طرح تم بھی ترتیب کے ساتھ ایک کے بعد دوسرے خلیفہ کی بیعت و اطاعت کرنا، ہاں اگر ایک ہی وقت میں دو شخص امارت و خلافت کا دعویٰ کریں تو تم اس شخص کی بیعت و اطاعت کرو جو پہلے مقرر ہوا ہے اور دوسرے کے بارے میں یہ جانو کہ یہ شخص حکومت و سیاست کے لالچ میں غلط دعویٰ کر رہا ہے، لہٰذا اس کو اپنا خلیفہ و امیر ماننے سے انکار کر دو۔
حدیث پاک میں حکمرانوں کی کوتاہیوں کا حل بھی تجویز فرما دیا گیا ہے اور وہ ان کے خلاف بغاوت اور احتجاجی مظاہرے نہیں ہیں، انتظامی معاملات میں ان کی اطاعت کے ساتھ اللہ تعالیٰ کی طرف رجوع اور اس کی بارگاہ میں دعا کرنا ہے۔ یعنی تم ان کے حقوق ادا کرو چہ وہ تمہارے حقوق کی ادائیگی میں کوتاہی کریں۔ البتہ مناسب طریقے سے اپنی بات ان تک پہنچانے میں کوئی برائی نہیں۔
افسوس ہے کہ اسلامی ملکوں میں جب سے مغرب کی ملعون جمہوریت آئی ہے ان کا سارا استحکام ختم ہوگیا ہے کیونکہ امن و استحکام کے لیے ضروری ہے کہ نظم مملکت انتشار اور ابتری سے محفوظ رہے اور یہ نظم بادشاہت میں اب بھی موجود ہے اور وہاں نسبتاً امن و استحکام ہے، اگر اللہ تعالیٰ کے حکم کے مطابق خلافت کا نظام ہو تو مکمل امن و استحکام ہو سکتا ہے، اس کے لیے بہت زیادہ وسائل کی بھی ضرورت نہیں اور نہ ہی کسی کے آگے کاسہ گدائی کو پھیلانے کی ضرورت ہے، صرف اللہ تعالیٰ اور سرکار دو عالم صلی اللہ علیہ وسلم کے فرمان کو معیار حکمرانی بنانے کی ضرورت ہے، فاتحِ عالم صلی اللہ علیہ وسلم نے امت کی رہنمائی کے لیے اس کی عملی شکل دس سال کی مختصر مدت میں قائم کر کے دکھلا بھی دی۔ آپ صلی اللہ علیہ وسلم اللہ کے نبی و رسول ہونے کے ساتھ مدنی ریاست کے سربراہ بھی تھے، اس مدت میں اس حکومت کا دائرہ اقتدار برابر وسیع ہوتا رہا اور تیزی سے وسیع ہوا یہاں تک کہ حیات مبارکہ کے آخری دور میں پورا عرب بلکہ یمن اور بحرین کے علاقے بھی اس حکومت کے زیر اقتدار آگئے، ان دس سالوں میں اس دور کے معیار کے مطابق وہ سب ہی کام اللہ تعالیٰ نے رسول اللہ صلی اللہ علیہ وسلم کے ہاتھوں سے کروائے، جو حکومت کے سربراہوں ہی کے کرنے کے ہوتے ہیں، آپ صلی اللہ علیہ وسلم کے بعد خلفاء راشدین اور اس کے بعد بھی مختلف ادوار میں خوف خدا اور اتباع سنت کو مشعل راہ بنانے والے لوگوں نے اس کی مثال سخت سے سخت اور مشکل دور میں کر کے دکھلائی ہے جنہوں نے کلمۃ اللہ کی سربلندی کے لیے اپنی حکومت تک کو بھی داؤ پر لگا دیا۔ لیکن مغربی طرز جمہوریت نے جہاں اپنے پنجے گاڑ لیے ہیں وہاں تمام مملکت سخت انتشار سے دوچار ہے، نتیجہ یہ ہے کہ ان ملکوں کے بیشتر وسائل اسی انتشار اور سیاسی اتھل پتھل کی نذر ہو رہے ہیں اور امن اور استحکام سے محروم ہیں، کئی ملکوں کو آزاد ہوئے تقریباً نصف صدی یا اس سے بھی زیادہ کا عرصہ ہوگیا ہے لیکن وہاں ابھی تک بنیادی اسلامی احکامات تک بھی رائج نہیں ہو سکے ہیں، اس کی وجہ ہوس اقتدار کے سوا اور کچھ نہیں۔
حدیث کے آخر میں اس بات کو واضح کیا گیا ہے کہ خلیفہ و امیر (سربراہ مملکت) کو رعایا کے حقوق کی حفاظت وادائیگی کی جو ذمہ داری سونپی گئی ہے وہ اس کے لیے قیامت کے دن احکم الحاکمین کی بارگاہ میں جواب دہ ہوگا، اس نے دنیا میں جن لوگوں کے حقوق کی ادائیگی میں کوتاہی کی ہوگی اس سے ان لوگوں کے حقوق کی ادائیگی کرائی جائے گی اور اگر وہ اس پر قادر نہ ہو سکے گا تو سخت عذاب میں مبتلا کیا جائے گا۔

حدیث کے آخر میں اس بات کو واضح کیا گیا ہے کہ خلیفہ و امیر (سربراہ مملکت) کو رعایا کے حقوق کی حفاظت وادائیگی کی جو ذمہ داری سونپی گئی ہے وہ اس کے لیے قیامت کے دن احکم الحاکمین کی بارگاہ میں جواب دہ ہوگا، اس نے دنیا میں جن لوگوں کے حقوق کی ادائیگی میں کوتاہی کی ہوگی اس سے ان لوگوں کے حقوق کی ادائیگی کرائی جائے گی اور اگر وہ اس پر قادر نہ ہو سکے گا تو سخت عذاب میں مبتلا کیا جائے گا۔
English translation
It is narrated from Hazrat Abu Hurayrah (may Allah be pleased with him) that the Messenger of Allah (peace and blessings be upon him) said: "The Children of Israel were governed by their prophets; whenever one prophet passed away, another prophet would succeed him. But (remember) there is no prophet after me; rather there will be caliphs after me, and they will be many." The noble Companions (may Allah be pleased with them all) asked, "O Messenger of Allah! Then what do you command us?" He (peace and blessings be upon him) said: "Fulfil the pledge of allegiance to the first one you pledge to, then pledge to the one after him, and give them their due; and as for your own rights, ask Allah for them, because Allah will Himself question them concerning those whom He placed in their charge."
Politics, that is, the business of government, is not an evil thing; had it been evil, the prophets would not have engaged in it. That the prophets engaged in politics means that governance and the affairs of the state were also entrusted to them; in other words, the prophets (peace be upon them) were responsible for both religious and worldly matters, and no separation was made between religion and the world. This same situation continued in Islam during the Rightly-Guided Caliphate and for some time afterwards. That is why, when one prophet died, another prophet would come and become his successor, just as in the office of rulership one ruler succeeds another. This blessed hadith also makes clear the issue of the finality of prophethood, namely that no prophet will come after me; instead there will be caliphs. And it also gives the solution for when there are many claimants to the caliphate: fulfil first the pledge to the first caliph, and in his presence do not turn your attention towards any other claimant to the caliphate. The upshot is that just as one caliph is appointed after another in order, so too you should give allegiance and obedience to one caliph after another in sequence. Yes, if at one and the same time two persons claim leadership and the caliphate, then give your allegiance and obedience to the one who was appointed first, and know regarding the other that this person is making a false claim out of greed for power and rule; therefore refuse to accept him as your caliph and leader. The blessed hadith also proposes the remedy for the shortcomings of rulers, and it is not revolt against them or protest demonstrations; rather it is, along with obeying them in administrative matters, to turn to Allah and supplicate in His court. That is, you should fulfil their rights even though they fall short in fulfilling your rights. However, there is no harm in conveying your point to them in an appropriate manner. It is a matter of regret that ever since the cursed democracy of the West entered the Islamic countries, all their stability has been destroyed, because for peace and stability it is necessary that the order of the state be protected from disorder and chaos; and this order still exists under monarchy, where there is comparatively more peace and stability. If there were a system of caliphate in accordance with the command of Allah, complete peace and stability could be attained; for this, neither very many resources are needed, nor is there any need to stretch out the begging bowl before anyone. There is only a need to make the command of Allah and of the Master of both worlds (peace and blessings be upon him) the standard of governance. The Conqueror of the world (peace and blessings be upon him) practically established its model within the short span of ten years to guide the Ummah. Along with being the Prophet and Messenger of Allah, he (peace and blessings be upon him) was also the head of the Madinan state; during this period the domain of this government kept expanding steadily and rapidly, until in the final period of his blessed life the whole of Arabia, and indeed the regions of Yemen and Bahrain too, came under the authority of this government. In these ten years, according to the standard of that age, Allah caused all those tasks which are the duty of the heads of a state to be carried out at the hands of the Messenger of Allah (peace and blessings be upon him). After him, the Rightly-Guided Caliphs, and afterwards too in various eras, those who made the fear of God and the following of the Sunnah their guiding light demonstrated this example in the hardest and most difficult of times, sacrificing even their own rule for the sake of the exaltation of the word of Allah. But wherever Western-style democracy has sunk its claws, the whole state there is beset by severe disorder; the result is that most of the resources of these countries are being consumed by this very disorder and political upheaval, and they are deprived of peace and stability. Many countries have been independent for nearly half a century or even longer, yet even the basic injunctions of Islam have not been established there, and the reason for this is nothing but the lust for power. At the end of the hadith it is made clear that the caliph and leader (head of state) has been entrusted with the responsibility of protecting and fulfilling the rights of the subjects, and for this he will be answerable in the court of the Most Just of Judges on the Day of Judgement. From him will be exacted the rights of those people whose rights he failed to fulfil in the world, and if he is unable to bear this, he will be cast into a severe punishment.
