تعصب کے خلاف تنبیہ
حضرت ابوہریرہ رضی اللہ تعالیٰ عنہ سے روایت ہے کہ میں نے رسول کریم صلی اللہ علیہ وسلم کو یہ فرماتے ہوئے سنا کہ: ”جو شخص امام (سربراہِ مملکت) کی اطاعت وفرمانبرداری سے نکل جائے اور اسلام کی جماعت (ملت کی اجتماعیت) سے علیحدگی اختیار کرے اور پھر اسی حالت میں مرجائے تو اس کا مرنا جاہلیت پر مرنے جیسا ہوگا، جو شخص کسی ایسے جھنڈے کے نیچے (یعنی کسی ایسے مقصد کے لیے) لڑا جس کا حق و باطل ظاہر نہ ہو، حالانکہ وہ تعصب سے بغضناک ہوا اور تعصب کی وجہ سے لوگوں کو اپنی طرف بلایا یا تعصب کی وجہ سے کسی کی مدد کی (یعنی اس کا لڑنا بغضناک ہونا لوگوں کو اپنی مدد کے لیے بلانا اور یا کسی کی مدد کرنا کلمہ حق کی بلندی اور دین کے اظہار کے لیے نہیں تھا بلکہ محض تعصب یعنی اپنی قوم کے ظلم کی حمایت اور اس کی ناحق جانب داری کی بنیاد پر تھا) اور اسی حالت میں وہ مارا گیا تو اس کا مرنا جاہلیت پر مرنے کے مترادف ہوگا اور جس شخص نے میری امت کے خلاف تلوار اٹھائی اور اس کے ذریعہ میری امت کے اچھے اور برے آدمیوں کو مارا اور میری امت کے مسلمان کی پرواہ نہیں کی (یعنی اس بات کی کوئی پرواہ نہیں کی کہ ایک مسلمان کو مارا کتنا بڑا جرم ہے اور اس کا وبال کتنا سخت ہے) اور نہ اس نے عہد والے کے عہد کو پورا کیا تو نہ وہ میری امت میں سے ہے (یعنی میرے راستے پر چلنے والوں میں سے نہیں ہے اور نہ میرا اس سے کوئی تعلق ہے)۔“ (مسلم)
اسلام پوری زندگی کو اللہ تعالیٰ کی تابعداری میں دے دینے کا نام ہے، اسلام کے نزدیک دین اور دنیا زندگی کے دو الگ الگ حصے نہیں ہیں کہ ایک حصے میں تو اللہ تعالیٰ کی مرضی پوری کی جائے اور دوسرے حصے میں اپنی مرضی یا کسی اور کی مرضی پر چلا جائے، یہی وجہ ہے کہ اسلام میں سیاست بھی دین کا ہی ایک جزو ہے، جو سیاست اسلام کی ہدایات سے آزاد ہو وہ دینی کی نظر میں ایک بے دینی کا کام ہے۔ دین کی پوری پیروی کرنے کے لیے اسلامی سیاست کو اچھی طرح جان لینا ضروری ہے تا کہ ہر اس سیاست سے علیحدگی اختیار کی جاسکے جو غیر اسلامی ہو، اسلامی سیاست میں ایسے تمام لوگ جو حاکم اعلیٰ یعنی اللہ تعالیٰ کے احکام کی اطاعت نہ کریں اور اس سچے مالک کو مالک تسلیم نہ کریں اور اس کے دیے ہوئے اختیارات کو اس کی اتاری ہوئی ہدایت کے مطابق کام میں نہ لائیں وہ اللہ تعالیٰ کے باغی حکمران کہلائیں گے، وہ دراصل حاکم اور مالک نہیں ہیں بلکہ اس شہنشاہِ کائنات کے باغی اور مجرم ہیں جو چاہے وہ اپنے کو مسلمان ہی کیوں نہ کہتے ہوں۔
اسلامی سیاست میں حکومت کرنے اور ملک کا انتظام چلانے کا حق نہ تو کسی ایک شخص کا ہے نہ کسی خاندان اور طبقہ کا بلکہ یہ حق ان تمام انسانوں کا ہے جو اسلامی ریاست کے اصولوں کو صحیح تسلیم کرتے ہوں اور ان اصولوں کے مطابق ملک کا انتظام کرنے کے لیے تیار ہوں، ان حقوق میں سب انسان برابر کے شریک ہیں کسی کا درجہ کسی سے اونچا نہیں، لہٰذا ملک کے لیے جو حکومت بنائی جائے گی وہ ایسے تمام لوگوں کی رائے سے بنے گی اور اس حکومت کی ذمے داری وہی لوگ سنبھالیں گے جن کو زیادہ سے زیادہ لوگوں کا اعتماد حاصل ہو، یہ لوگ اپنی رائے سے ایک ایسے شخص کو چن لیں گے جس میں وہ تمام خوبیاں سب سے زیادہ پائی جاتی ہوں جو اسلام ایسے ذمہ دار شخص میں دیکھنا چاہتا ہو، مثلاً وہ سب سے زیادہ نیک ہو، اللہ تعالیٰ سے ڈرنے والا ہو، اس کے قوانین کو جانتا ہو اور ان کی پابندی کرنے کے لیے تیار ہو، اس ذمے داری کے کام کو چلانے کی اہلیت اور قابلیت رکھتا ہو اور خود اس عہدے کا طلب گار نہ ہو بلکہ وہ اس خدمت کے لیے لالچ، خود غرضی اور نفع کمانے کے ہر خیال کو چھوڑ کر صرف اللہ کی رضا اور آخرت کی کامیابی کی خاطر تیار ہوگیا ہو۔
ایک روایت میں اس طرح آتا ہے کہ جس نے (حکمران کے جائز کاموں میں) اطاعت سے ہاتھ اٹھا لیا تو وہ اللہ تعالیٰ سے قیامت کے روز اس حال میں ملے گا کہ اس کے پاس کوئی دلیل نہیں ہوگی اور جو شخص اس حال میں فوت ہوا کہ اس کی گردن میں کسی کی بیعت نہیں تو وہ جاہلیت کی موت مرا۔ (بحوالہ مسلم)
ان احادیث مبارکہ میں مسلمان حکمران کی اطاعت کو لازم اور اس کی بیعت و اطاعت سے ہٹنے کو کفر ہی گمراہی بتایا گیا ہے، اسے جاہلیت کی موت اس لیے فرمایا گیا ہے کہ اسلام سے قبل ایک امیر کی اطاعت کا کوئی تصور نہیں تھا بلکہ اس میں لوگ اپنی ذلت محسوس کرتے تھے، اسلام نے اس طرح کے نظام کا خاتمہ کرکے انہیں نظم و ضبط کا پابند بنایا اور اطاعت امیر کی تاکید کی، تا ہم اس میں جس امیر کی بیعت اور اطاعت کو ضروری اور اس سے خروج و بغاوت کو جاہلیت قرار دیا گیا ہے، اس سے صاحب امر واختیار امیر یعنی ملک کا حکمران اور بادشاہ وقت مراد ہے۔
لہٰذا یہ ہر شخص کے لیے ضروری ہے کہ وہ اپنی رائے ایسے لوگوں کے انتخاب کے لیے دیں جو کہ اس اہم اور نازک منصب کے اہل ہوں کیونکہ یہ رائے دینی ایک طرح کی اس منصب پر چنے جانے والے شخص کے لیے ایک شہادت کی حیثیت رکھتی ہے، یعنی آپ جس شخص کو چن رہیں ہیں اس کے متعلق یہ شہادت دے رہیں ہیں کہ وہ شخص اس کام کی اہلیت بھی رکھتا ہے، اس گواہی کے حوالے سے قرآن پاک میں اللہ سبحانہ و تعالیٰ کا ارشاد مبارک ہے۔
اے ایمان والو! عدل و انصاف پر مضبوطی سے جم جانے والے اور اللہ تعالیٰ کی خوشنودی کے لیے سچی گواہی دینے والے بن جاؤ، گو کہ وہ خود تمہارے اپنے خلاف ہو یا اپنے ماں باپ کے یا رشتہ دار عزیزوں کے۔ (النساء ۱۳۵) اس لیے جب آپ گواہی دیں تو اس وقت اپنی برادری و خاندان، زبان و نسل، امیر و غریب، فرقہ، حکومت دیکھیں مت، بلکہ اس شخص کو منتخب کریں جو شریعت کی رو سے اس کا اہل اور حق دار ہے۔

English translation
Abu Hurayrah (may Allah be pleased with him) reported that he heard the Messenger of Allah (peace and blessings be upon him) say: "Whoever withdraws from obedience to the leader (the head of state) and separates himself from the community of Islam (the collective body of the Ummah) and then dies in that state, his death is a death of ignorance (jahiliyyah). Whoever fights under a banner of blindness (i.e. for a cause whose right and wrong are not clear), being enraged out of bigoted partisanship, and out of partisanship calls people to his side or aids someone — meaning his fighting, his rage, his calling people to his aid or his helping another was not for raising the word of truth and manifesting the religion, but purely out of partisanship, that is, to support the wrongdoing of his own people and their unjust side — and is killed in that state, his death is tantamount to a death of ignorance. And whoever raises a sword against my Ummah, striking with it the good and the wicked among them alike, showing no regard for the believer of my Ummah — that is, giving no thought to how grave a crime and how severe a burden it is to kill a Muslim — and does not fulfil the covenant of the one with whom he made a covenant, he is not of my Ummah (he is not among those who walk my path, nor have I any connection with him)."
Islam is the name of surrendering one's entire life to obedience to Allah. In Islam, religion and worldly life are not two separate compartments — one in which Allah's will is fulfilled and another in which a person follows his own or someone else's will. This is why in Islam politics too is a part of the religion; politics that is free of Islam's guidance is, in the sight of religion, an irreligious act. To follow the religion fully, one must understand Islamic politics well, so that separation can be made from every politics that is un-Islamic. In Islamic politics, all those people who do not obey the commands of the Supreme Ruler — Allah — do not accept that true Owner as Owner, and do not use the authority He has granted in accordance with the guidance He has revealed, are called rebel rulers against Allah. They are not in reality rulers and owners; rather they are rebels and criminals against the King of the universe, even if they call themselves Muslims.
In Islamic politics, the right to govern and administer the country belongs neither to any single person nor to any family or class; rather this right belongs to all those people who accept the principles of the Islamic state as correct and are prepared to administer the country according to those principles. In these rights all people are equal partners; no one's rank is higher than another's. Therefore the government formed for the country will be formed by the opinion of all such people, and the responsibility of that government will be shouldered by those who enjoy the confidence of the greatest number of people. These people will by their vote choose a person who possesses to the greatest degree all the qualities that Islam wishes to see in such a responsible person: for example, that he be the most righteous, that he fear Allah, that he know His laws and be ready to abide by them, that he possess the ability and competence to carry out this responsibility, and that he not himself seek the office but, casting aside every thought of greed, selfishness and profit-making, has become ready for this service solely for the pleasure of Allah and success in the Hereafter.
It comes in a narration that whoever withdraws his hand from obedience (in the lawful matters of the ruler) will meet Allah on the Day of Resurrection in a state in which he has no argument, and whoever dies while there is no pledge of allegiance on his neck dies a death of ignorance. (Reported by Muslim)
In these blessed hadiths, obedience to a Muslim ruler has been made obligatory and departing from his pledge and obedience has been called disbelief and misguidance. It has been called a death of ignorance because before Islam there was no concept of obedience to a leader; rather people felt it a humiliation. Islam ended such a system, bound them to discipline and order, and stressed obedience to the leader. However, the leader whose pledge and obedience is here made necessary, and rebellion against whom is termed ignorance, means the possessor of authority — the leader, that is, the ruler and sovereign of the land.
Therefore it is necessary for every person to cast his vote for the selection of such people as are fit for this important and delicate office, because casting this vote is in a way a testimony on behalf of the person chosen for that office — that is, of the person you are choosing you are testifying that he possesses the competence for this task. Regarding this testimony, Allah, glorified and exalted, says in the Holy Qur'an: "O you who believe! Be firm upholders of justice, bearing witness truthfully for the sake of Allah's pleasure, even though it be against your own selves or your parents and near relatives." (An-Nisa 135) So when you bear witness, at that moment do not look at your clan and family, language and lineage, rich and poor, sect or government; rather choose the person who according to the Shariah is fit and deserving of it.
