عہدے کی طلب
حضرت ابوذر رضی اللہ تعالیٰ عنہ سے روایت ہے کہ رسول اللہ صلی اللہ علیہ وسلم نے ارشاد فرمایا کہ: ”اے ابوذر! میں تجھے کمزور دیکھتا ہوں اور میں تیرے لیے وہی پسند کرتا ہوں جو میں اپنے لیے پسند کرتا ہوں (اس لیے تمہارے لیے میری نصیحت یہ ہے کہ) تم دو آدمیوں پر بھی حاکم نہ بننا اور نہ کسی یتیم کے مال کا نگران بننا۔“ (مسلم)
اس حدیث پاک میں رسول اللہ صلی اللہ علیہ وسلم نے ایک نہایت ہی جلیل القدر صحابی کو مخاطب کرکے پوری امت کی اصلاح کے لیے دو انتہائی اہم ذمہ داریوں کی نشان دہی فرمائی ہے۔ حضرت ابوذر رضی اللہ تعالیٰ عنہ بڑے زاہد قسم کے صحابی تھے، دنیاوی معاملات میں زیادہ دلچسپی نہیں لیتے تھے، اسی وجہ سے رسول اللہ صلی اللہ علیہ وسلم نے انہیں یہ نصیحتیں فرمائیں اور انہیں ان ذمے داریوں میں کمزور قرار دیا، یہاں کمزور آدمی سے مراد انتظامی کمزوری یا تجربے کی کمزوری ہے، ایمان یا ایمانداری کی کمزوری مراد نہیں ہوسکتی، کیونکہ اگر حضرت ابوذر رضی اللہ تعالیٰ عنہ جیسے جلیل القدر صحابی بھی کمزور ایمان ہوں تو پھر امت میں صاحب ایمان کون ہوگا! کیونکہ مذکورہ ذمے داریاں وہی شخص صحیح معنوں میں ادا کرسکتا ہے جو دنیاوی معاملات میں دلچسپی لیتا اور انہیں خوب سمجھتا ہو نہ کہ جسے امور دنیا سے نفرت ہو اور ان سے وہ دور بھاگتا ہو۔ اس میں عام لوگوں کی مصلحت اور ان کے مفادات اور اسی طرح یتیموں کے اموال کی حفاظت کا جذبہ بھی کارفرما ہے کیونکہ ان معاملات میں کمزور آدمی سے ان کو نقصان پہنچنے کا خطرہ ہے چاہے وہ خود نقصان پہنچانے کی نیت نہ رکھتا ہو۔
یہاں حدیث پاک میں جن دو اہم باتوں کی نشان دہی کی گئی ہے اس میں پہلی بات ہے سرداری کی، اس سلسلے میں ایک اور روایت اس طرح ہے۔
حضرت ابوذر رضی اللہ تعالیٰ عنہ کہتے ہیں کہ (ایک دن) میں نے عرض کیا کہ یا رسول اللہ! آپ مجھے (کسی جگہ کا) عامل (سرکاری عہدیدار) کیوں نہیں بناتے؟ حضرت ابوذر رضی اللہ تعالیٰ عنہ کہتے ہیں کہ (میری یہ بات سن کر) رسول اللہ صلی اللہ علیہ وسلم نے (ازراہِ شفقت) میرے مونڈھے پر اپنا ہاتھ مارا اور پھر فرمایا: ”ابوذر! تم کمزور ہو اور یہ سرداری (اللہ تعالیٰ کی طرف سے) ایک امانت ہے (کہ جس کے ساتھ بندوں کے حقوق متعلق ہے اور اس میں خیانت نہیں کرنی چاہیے) اور (تمہیں معلوم ہونا چاہیے کہ) سرداری قیامت کے دن رسوائی و پشیمانی کا باعث ہوگی مگر یہ کہ جس شخص نے اس (سرداری) کو حق کے ساتھ حاصل کیا اور اس حق کو ادا کیا جو اس سرداری کی وجہ سے اس پر ہے (یعنی جو شخص مستحق ہونے کی وجہ سے سردار بنایا گیا اور پھر اس نے اپنے زمانہ حکومت میں عدل و انصاف کا نام روشن کیا اور رعایا کے ساتھ احسان و خیر خواہی کا برتاؤ کیا تو وہ سرداری اس کے لیے رسوائی اور وبال کا باعث نہیں ہوگی)۔“ (بحوالہ مسلم)
دوسری بات جس کی طرف اشارہ کیا گیا ہے وہ ہے یتیم کے مال کی نگرانی، چونکہ یتیم کا معاملہ بڑا نازک ہے اور اس کے مال کا استعمال انتہائی خطرناک ہے، اس لیے اللہ تعالیٰ نے صرف اس شرط کے ساتھ مال یتیم کے قریب ہونے کی اجازت دی ہے کہ انسان اسے عمدہ طریقے سے استعمال کرے یعنی کاروبار میں لگا کر اسے بڑھائے اور حقیقت میں یتیموں کو فائدہ پہنچائے، ارشاد باری تعالیٰ ہے۔
مال یتیم کے قریب نہ جاؤ مگر ایسے طریقے سے جو بہترین ہو، یہاں تک کہ وہ جوان ہو جائے۔ (الانعام ۱۵۲)
اسی لیے رسول اللہ صلی اللہ علیہ وسلم نے ان لوگوں کو بطور خاص نصیحت فرمائی ہے جو انتظامی معاملات کی صلاحیت اور تجربہ نہیں رکھتے کہ وہ مال یتیم کے قریب نہ جائیں اور نہ عہدے کی سرپرستی قبول کریں، جیسا کہ اس حدیث پاک میں آپ نے حضرت ابوذر رضی اللہ تعالیٰ عنہ کو مخاطب کرکے فرمایا ہے۔
ان احادیث میں صرف ان لوگوں کو سرکاری منصب حاصل کرنے کی اجازت دی گئی ہے جو کہ اس کی اہلیت رکھتے ہیں، لہٰذا یہ عوام الناس کی بھی بھاری ذمہ داری ہے کہ وہ ایسے منصب پر لوگوں کے چناؤ کے سلسلے میں اپنا بھر پور کردار ادا کریں اور اس شخص کو منتخب کریں جس کے اندر اس منصب کی اہلیت اور اس منصب کی ذمہ داریوں کی ادائیگی کی بھر پور صلاحیتیں موجود ہوں، جن کے اندر منتخب ہوکر عدل و انصاف قائم کرنے اور اس کے تقاضوں کو بروئے کار لانے کی صلاحیت اور قوت ہو، اس حدیث پاک سے یہ بات بھی انتہائی واضح ہے کہ جو آدمی جس کام کے لائق ہو اسے وہی کام سونپا چاہیے۔ امام نووی فرماتے ہیں کہ حکومت و سیادت سے پرہیز کرنے کے بارے میں یہ حدیث پاک اصل عظیم اور سب سے بڑی رہنما ہے، بطور خاص اس شخص کے لیے جو اس منصب کی ذمہ داریوں کو پورا کرنے کی قدرت نہ رکھتا ہو۔

English translation
Abu Dharr (may Allah be pleased with him) reported that the Messenger of Allah (peace and blessings be upon him) said: "O Abu Dharr! I see you as weak, and I love for you what I love for myself (so my advice to you is this): do not become a ruler even over two men, and do not become the guardian over the property of an orphan."
In this blessed hadith the Messenger of Allah (peace and blessings be upon him), by addressing a most eminent Companion, pointed out for the reform of the whole Ummah two extremely important responsibilities. Abu Dharr (may Allah be pleased with him) was a Companion of a very ascetic disposition; he did not take much interest in worldly affairs. For this reason the Messenger of Allah (peace and blessings be upon him) gave him this advice and declared him weak with regard to these responsibilities. Here "weak person" means administrative weakness or lack of experience; it cannot mean weakness of faith or trustworthiness, because if an eminent Companion like Abu Dharr (may Allah be pleased with him) were of weak faith, then who in the Ummah would be a man of faith! For the aforementioned responsibilities can be discharged in the true sense only by a person who takes an interest in worldly matters and understands them well, not one who loathes worldly affairs and flees from them. In this ruling the welfare of the common people and their interests, and likewise the zeal to protect the wealth of orphans, are also at work, because in these matters there is a danger of harm reaching them from a weak person, even if he himself has no intention to cause harm.
Of the two important matters pointed out here in the blessed hadith, the first is that of leadership. In this connection there is another narration as follows. Abu Dharr (may Allah be pleased with him) says: (one day) I said, "O Messenger of Allah! Why do you not appoint me as an official (a government office-holder over some place)?" Abu Dharr says: (on hearing this) the Messenger of Allah (peace and blessings be upon him), out of affection, struck his hand on my shoulder and then said: "Abu Dharr! You are weak, and this leadership is a trust (from Allah) — connected with the rights of His servants, in which no treachery must be committed — and (you should know that) leadership will be a cause of disgrace and regret on the Day of Resurrection, except for the one who took it up by right and fulfilled the right due upon him because of that leadership (that is, one who was made a leader because he deserved it, and then in his period of rule made the name of justice and equity shine and dealt with his subjects with kindness and goodwill — for him that leadership will not be a cause of disgrace and burden)." (Reported by Muslim)
The second matter indicated is guardianship of the orphan's property. Since the affair of the orphan is very delicate and the use of his property is extremely dangerous, Allah has permitted approaching the orphan's property only on the condition that a person use it in the best manner — that is, invest it in business and increase it and truly benefit the orphans. Allah says: "Do not approach the property of the orphan except in the way that is best, until he comes of age." (Al-An'am 152) For this reason the Messenger of Allah (peace and blessings be upon him) especially advised those people who do not have the ability and experience in administrative matters that they should not approach the orphan's property nor accept the guardianship of office, as he said in this blessed hadith addressing Abu Dharr (may Allah be pleased with him).
In these hadiths, permission to take up government office has been given only to those people who possess the competence for it. Therefore it is also a heavy responsibility of the general public that they play their full part in the selection of people for such office and choose that person within whom lies the competence for the office and the full capacity to discharge its responsibilities — those within whom, once elected, lies the ability and strength to establish justice and equity and to carry its demands into effect. From this blessed hadith it is also perfectly clear that whatever work a man is fit for, that same work should be entrusted to him. Imam Nawawi says that on the subject of avoiding governance and leadership, this blessed hadith is a great foundation and the greatest guide, especially for a person who does not have the capacity to fulfil the responsibilities of that office.
