English translation
Anas ibn Malik (may Allah be pleased with him) narrates that he said: A funeral bier passed by and the people spoke well of it; the Prophet (peace and blessings be upon him) said, "It has become due, it has become due, it has become due." Then another bier passed by and the people spoke ill of it; the Prophet (peace and blessings be upon him) said, "It has become due, it has become due, it has become due." Umar (may Allah be pleased with him) said, "May my mother and father be sacrificed for you (peace be upon you)! A bier passed by and the people spoke well of it and you said, 'It has become due, it has become due, it has become due'; another bier passed by and the people spoke ill of it and you said, 'It has become due, it has become due, it has become due' — what, then, does this mean?" The Prophet (peace and blessings be upon him) said, "The one of whom you spoke well, Paradise has become due for him; and the one of whom you spoke ill, Hell has become due for him. You are Allah's witnesses on the earth."
The meaning of "Paradise has become due" is that if the praise you are giving of a person is correct and true, or that his death occurred in the very state of goodness and righteousness that you are describing, then the blessedness of Paradise has become established for him. Likewise, the meaning of "Hell has become due" is that if the evil you are describing of a person is correct and real, or that his death occurred in the very state of evil that you are describing, then the punishment of Hell has become established for him.
The praise or censure of a person is to be relied upon by the testimony of the tongues of the righteous, because the tongues of Allah's righteous servants are mirrors of their hearts. Thus their praise of someone is a sign of that person being of Paradise, and the evil they describe of someone is a sign of that person being of Hell.
This also shows that if some evil, worldly person, for the wrongful demands of the self and for his own personal interest and aims, praises some evil and wicked person, or likewise describes evil of some righteous, upright believer, then it will carry no weight, because his opinion is a mirror of his own heart.
In this noble hadith the believers have been called Allah's witnesses on the earth, which is also confirmed by this verse of the Holy Qur'an: "Thus have We made you a just nation, so that you may be witnesses over the people and the Messenger (peace be upon him) may be a witness over you." (Al-Baqarah 143) In this verse it is said that they have been made a balanced, just nation so that they may be witnesses over the people of the world, just as the Messenger of Allah (peace be upon him) is a witness over them. One aspect of being a witness and bearing testimony is that the truth which reached them through the Messenger of Allah (peace be upon him) — their life and their conduct is to become proof of the truthfulness of that guidance which came down from Allah; in this way the believers become the touchstone of truth and falsehood.
Then, just as the people of the world can, through them, discern truth and falsehood, in the same way through them it can also be known which of the people were followers of the truth and which turned away from it. Moreover, the believers are also witnesses to this great reality: that Allah has established in the world an order for the guidance of mankind, and for this a long chain of revelation and messengership was set in motion. The proof of this is that in the Hereafter the Ummah of the Messenger of Allah (peace be upon him) will testify that Allah's messenger had come to the people of Nuh bringing Allah's commands, and the Prophet (peace be upon him) will say that these witnesses are truthful. (Reported from Bukhari)
Along with this, this hadith also confirms that the tongue of the people has the standing of the trumpet of God (i.e. the voice of the people is the voice of God): as to what a person really is, the true indication of it is given by the tongues of those who live close to him.
