رویت ہلال کا بیان

عَنْ عَبْدِ اللهِ بْنِ عُمَرَ رَضِیَ اللهُ عَنْهُمَا أَنَّ رَسُوْلَ اللهِ صَلَّى اللهُ عَلَیْهِ وَسَلَّمَ ذَكَرَ رَمَضَانَ فَقَالَ لَا تَصُوْمُوْا حَتَّى تَرَوُا الْهِلَالَ وَلَا تُفْطِرُوْا حَتَّى تَرَوْهُ فَإِنْ غُمَّ عَلَیْكُمْ فَاقْدِرُوْا لَهُ.
حضرت عبدالله بن عمر رضی الله تعالیٰ عنہ نے رسول الله صلی الله علیہ وسلم سے روایت کیا ہے کہ آپ صلی الله علیہ وسلم نے ایک موقع پر رمضان کا ذکر فرمایا، اس سلسلہ میں آپ صلی الله علیہ وسلم نے ارشاد فرمایا کہ:”رمضان کا روزہ اس وقت تک مت رکھو جب تک کہ چاند نہ دیکھ لو اور روزوں کا سلسلہ ختم نہ کرو جب تک کہ شوال کا چاند نہ دیکھ لو، اور اگر (۲۹ کو) چاند دکھائی نہ دے تو اس کا حساب پورا کرو (یعنی مہینے کو تیس دن کا سمجھو)۔“ ((صحیح البخاری، کتاب الصوم، باب قول النبی صلی الله علیه وسلم إذا رأیتم الهلال فصوموا و إذا رأیتموه فأفطروا، رقم الحدیث ۱۹۰۶ - صحیح مسلم، کتاب الصیام، باب وجوب صوم رمضان لرؤیة الهلال، رقم الحدیث ۱۰۸۰))
اسلام جس کے مخاطب کالے اور گورے، دیہاتی اور شہری، آبادیوں سے دور اور وسائل زندگی سے دور، صحرا نورد و جنگل میں مقیم اور خلا باز و کوہ پیما، غرض کہ ہر طرح کے لوگ ہیں۔ اس کے قوانین میں سب کے لیے رعایت کی گئی ہے۔ اس لیے ہر کام کا وہ طریقہ بتایا گیا ہے جو سب کے لیے آسان ہو اور اس پر عمل کرنا تکلیف دہ نہ ہو۔ یہی وجہ ہے کہ شریعت کے وہ احکام جن کا تعلق کسی خاص وقت سے ہے، یعنی نماز وغیرہ ان کے لیے معیار سورج کے طلوع و غروب اور اس کے چڑھنے اور ڈھلنے کے ساتھ ہی اس جیسے دوسرے اثرات کو بنایا ہے۔ اسی طرح مہینوں سے وابستہ امور کے لیے چاند کی رویت کو (یعنی چاند کے کھلی آنکھوں سے نظر آنے کو، چاند کے محض افق پر موجود ہونے کو نہیں) مدار حکم بنایا گیا۔ جیسا کہ ارشاد باری تعالیٰ ہے:

﴿وہ الله تعالیٰ ایسا ہے جس نے سورج کو چمکتا ہوا بنایا اور چاند کو نورانی بنایا اور اس کے لیے منزلیں مقرر کیں تا کہ تم برسوں کی گنتی اور حساب معلوم کرو۔ الله تعالیٰ نے یہ چیزیں بے فائدہ نہیں پیدا کیں﴾ (یونس: ۵)

چنانچہ رمضان و عید کی آمد و رفت کے لیے احادیث میں وہی فطری اور سادہ اصول بتایا گیا ہے جو اسلام کی روح کے عین مطابق ہے تا کہ فنی چیزوں کی فراہمی، آلات رصد اور علم حساب کی ضرورت کے بغیر اس مسئلہ کو حل کیا جائے جیسا کہ اس حدیث میں سرکار دو عالم صلی الله علیہ وسلم کا واضح فرمان ہے:”چاند دیکھنے کے بعد روزہ رکھو اور چاند دیکھ کر ہی افطار (یعنی عید) کرو، لہٰذا (انتیسویں تاریخ کو) اگر ابر (وغیرہ) ہو جائے (اور رویت ہلال ثابت نہ ہو) تو شعبان کے مہینے کو تیس دن کا قرار دو (اسی طرح رمضان کے مہینے کا بھی اعتبار کرو)۔“ (بخاری، مسلم)۔

اس حدیث سے یہ واضح طور پر معلوم ہو جانا ہے کہ مسلمانوں کو کسی پریشانی میں مبتلا ہونے کی ضرورت نہیں ہے اور نہ دوربین اور دیگر آلات و قواعد حساب سے مدد لینے کی حاجت ہے۔ بس جب چاند (۲۹ تاریخ کو) نظر آجائے تب وہ روزہ رکھنا شروع کر دیں (اگر رمضان کا چاند ہے) اور عید کریں (اگر عید کا چاند ہے)۔ اگر چاند نظر نہ آئے تو تیس دن پورے کرنے کے بعد رمضان یا عید (جس کے لیے چاند دیکھا جا رہا ہے) کریں۔ چاند افق پر موجود ہے لیکن اس کے نظر آنے میں بادل حائل ہو گیا ہے جس کی وجہ سے اسے دیکھا نہ جا سکا اس صورت میں بھی یہی حکم ہے کہ تیس دن پورے کیے جائیں۔ اور پھر مزید آسانی یہ کہ ہر شخص پر چاند دیکھنا لازم نہیں کیا گیا، بلکہ کچھ مسلمانوں کا چاند دیکھ لینا کافی ہے، ہر ایک کا دیکھنا شرط نہیں بلکہ دو دین دار شخصوں کا دیکھ لینا سب کی طرف سے کافی ہے اور رمضان کے لیے ایک ہی دین دار شخص کا دیکھ لینا کافی ہے لیکن عید الفطر کے چاند کے لیے ایک شخص کی گواہی کافی نہیں۔ (بحوالہ مسلم)

لہٰذا اس حدیث سے یہ بات روز روشن کی طرح عیاں ہو گئی کہ اصل چیز چاند کو دیکھنا ہے نہ کہ چاند کا افق پر موجود ہونا، یا نئے چاند کی پیدائش ہو جانا۔ اس لیے بلا تامل کہا جا سکتا ہے کہ ہوائی جہاز سے بادل کے اوپر جا کر چاند دیکھنا یا کسی اور آلہ کے ذریعہ اس پر زور لگانا کہ کسی طرح چاند ہو ہی جائے یا حسابی قواعد اور علم ہیئت کے اصول سے ہلال کا ثبوت مان کر اس کے مطابق عمل کرنا یہ تمام باتیں روح شریعت سے میل نہیں کھاتیں۔ جیسا کہ ایک روایت میں اس طرح آتا ہے کہ رسول الله صلی الله علیہ وسلم نے فرمایا کہ ہم لوگ حساب و کتاب سے ناواقف ہیں، مہینہ (کبھی) ۲۹ دن کا ہوتا ہے اور (کبھی) ۳۰ روز کا۔ (بحوالہ بخاری و مسلم)۔
English translation
Abdullah ibn Umar (may Allah be pleased with them both) narrated from the Messenger of Allah (peace and blessings be upon him) that he mentioned Ramadan and said: 'Do not fast until you see the crescent, and do not break the fast until you see it; and if it is obscured from you (by clouds), then complete the reckoning for it (i.e. count the month as thirty days).'

Islam addresses people of every kind — the dark-skinned and the fair, villagers and city-dwellers, those far from settlements and far from the means of life, desert-wanderers and forest-dwellers, and mountaineers — all sorts of people. Its laws contain concession for everyone, so for every matter it has prescribed a method that is easy for all and not burdensome to act upon. That is why, for those rulings of the Shariah connected with a specific time — such as the prayer and the like — the standard set for them is the rising and setting of the sun, its climbing and declining, and similar observable effects. Likewise, for matters tied to the (lunar) months, the sighting of the moon (i.e. seeing the moon with the naked eye — not the mere presence of the moon on the horizon) has been made the basis of the ruling, as Allah the Exalted says: 'It is He who made the sun a shining light and the moon a derived light and determined for it phases, that you may know the number of years and the reckoning of time. Allah did not create these things without purpose.' (Yunus: 5)

Thus, for the coming and going of Ramadan and Eid, the Hadiths have laid down that same natural and simple principle which is in complete accord with the spirit of Islam, so that the matter may be settled without the need for technical means, instruments of observation, or the science of calculation — as in this Hadith the Master of both worlds (peace and blessings be upon him) plainly commands: 'Fast after seeing the moon, and break the fast (i.e. celebrate Eid) only after seeing the moon; so if on the twenty-ninth there are clouds and the like (and the sighting of the crescent is not established), then reckon the month of Sha'ban as thirty days (and likewise take account of the month of Ramadan).' (Bukhari, Muslim).

From this Hadith it becomes clearly evident that Muslims need not fall into any distress, nor is there any need to seek help from telescopes or other instruments and rules of calculation. Simply, when the moon is seen (on the 29th), they should begin fasting (if it is the moon of Ramadan) or celebrate Eid (if it is the moon of Eid). If the moon is not seen, then after completing thirty days they should observe Ramadan or Eid (whichever the sighting is for). If the moon is present on the horizon but clouds have obstructed its being seen, so that it could not be observed, in this case too the ruling is the same — that thirty days be completed. And a further ease is that it is not made obligatory upon every person to sight the moon; rather it suffices for some Muslims to sight it. It is not a condition that everyone see it; rather the sighting of two pious persons suffices on behalf of all, and for Ramadan the sighting of even a single pious person suffices, but for the moon of Eid al-Fitr the testimony of one person is not sufficient. Therefore, from this Hadith it has become clear as daylight that the real thing is the sighting of the moon — not the moon's presence on the horizon, nor the mere birth of the new moon. Hence it can be said without hesitation that going above the clouds by aeroplane to see the moon, or straining after it by means of some instrument so that the moon may somehow be made out, or accepting the establishment of the crescent through the rules of calculation and the principles of astronomy and acting accordingly — all these things do not accord with the spirit of the Shariah. As it comes in one narration, the Messenger of Allah (peace and blessings be upon him) said that we are a people unlettered in calculation and reckoning; the month is sometimes twenty-nine days and sometimes thirty.
