English translation
Abu Hurairah (may Allah be pleased with him) narrated that the Messenger of Allah (peace and blessings be upon him) said: 'When Ramadan comes, the gates of Paradise are opened, the gates of Hell are closed, and the devils are chained up.'
In the fundamental teachings of Islam, after faith, prayer, and zakat, comes the rank of fasting. That is, fasting is the fourth pillar of Islam. The technical Shar'i name of the fast is sawm or siyam, whose literal meaning is 'to abstain.' This act was called siyam because in it a person abstains from eating, drinking, and sexual relations from true dawn until the setting of the sun.
In this Hadith, 'the gates of Paradise are opened' points to the fact that the servant is granted the ability to do good and righteous deeds which are a means of entering Paradise. 'The gates of Hell are closed' points to the fact that the fasting person is kept away from those deeds that become a cause of entering the Fire; and it is evident that the fasting person remains protected and secure from the major sins, and whatever minor sins he has are forgiven through the blessing of his fast. 'The devils are chained up' means that those devils who are rebellious and are ringleaders are bound with chains, and that power of theirs is stripped away by which they are able to lead the servants astray.
Some scholars say that this sentence in reality points to the fact that in the month of Ramadan the devils refrain from misleading people, and the servants not only do not accept their whisperings and delusions but do not even fall into the snare of their deceit and trickery. The reason for this is that, because of fasting, the animal power in a person is subdued — the power which is the root of rage and lust and is the cause of all sorts of sins — and, in contrast, the angelic power becomes dominant and strong, which is the cause of obedience and goodness. This is why fewer sins are committed in Ramadan compared with other months, and more worship and devotion take place.
This is a special virtue of Ramadan, and it is its very result that in Ramadan the people of faith turn more toward Allah the Exalted, and they devote themselves more and more to the recitation of the Qur'an, remembrance and worship, and repentance and seeking forgiveness. Here the same point may also be understood thus: the evil and sins generally committed in the world occur because of people's physical powers. So when a servant fasts, his physical power is diminished on account of the fast, because of which sin too is lessened. Thus when people go hungry and thirsty and abandon sins purely for the pleasure of Allah, the divine mercy surges for them and the gates of Paradise are opened for them; and since sins are not committed, for that very reason the gates of Hell too are closed. The chaining of the devils is also evident, because when the body of the son of Adam is full of energy and the belly is filled, there is an inclination toward sins; but when the effect of hunger and thirst pervades the whole body, and the carnal power is suppressed for the sake of the fast by Allah's leave, then there is no doubt that in this way the devils are chained — because, as it comes in one narration, the devil courses through the veins and vessels of the son of Adam like blood. (Al-Hadith)
Therefore, the wisdom of chaining the devils and rebellious jinn in this blessed month is that they may not be able to cast the whispering of sins into the hearts of the fasting people, nor call them toward evils.
