English translation
Buraydah (may Allah be pleased with him) narrates that the Messenger of Allah (peace be upon him) said: "O Ali, do not follow one glance with another (at a strange woman); the first glance is yours, but you have no right to the second."

The first step towards immorality is the wandering of the eyes; for this reason Islam has laid the greatest stress of all on purity of the gaze and on chastity. To look at a non-mahram woman with desire and intent is forbidden, whether it be the first time or the second. Of the sudden first glance it may be said that the desire and intent of the one looking played no part in it, but the second look is cast with desire and intent, and so he becomes sinful. The first glance has been pardoned precisely because deliberate purpose and intent had no part in it. But to look a second time is not permitted, because behind it lies the desire of the lower self. To gaze at the beauty of a woman who is not one's own, and to take pleasure in it, is an extremely dangerous step. Through this improper act the purity of the heart does not remain, and there is a strong likelihood that a man will fall into some trial and lose both his honour and his well-being.

The harms of the unlawful gaze are so great that at times both this world and the religion of such a person are ruined by them. Nowadays the causes of falling into this disease are spreading very widely. The greatest cause of it is the abandonment of modest covering. As a result of this evil gaze a person falls into infatuation and remains in torment. Life becomes bitter, sleep forbidden, restlessness sets in, health is ruined, the heart and mind are weakened, he takes no interest in any work, thoughts of suicide come to him, and at times he even acts upon them and consigns himself to Hell. He is deprived even of peaceful sleep. This infatuation is a divine punishment, like the state of a person in Hell, distressed between death and life: "He will neither die therein nor live." (al-A'la 13)

Because of this evil gaze, the flow of the lights that are born in the heart from remembrance, worship and the company of the people of Allah is cut off, and it takes a long time for the sweetness of faith and the lights of Allah's remembrance to be restored in the heart. The darkness of the evil gaze is dispelled only with great difficulty. This evil gaze takes a person far from Allah. In truth, one offshoot of this same evil looking is that in a woman's heart too there arises the desire that her beauty should be seen — a desire that often shows itself in the adornment of dress, in the styling of the hair, in the choice of thin and gaudy clothes, and in details so subtle that they cannot be enumerated. Allah, the Mighty and Majestic, has used one comprehensive term in the Wise Qur'an for all of this: "tabarruj al-jahiliyyah" (the display of the age of ignorance). Every adornment and every act of beautification whose aim is to become a delight for the eyes of anyone other than the husband falls within the definition of tabarruj al-jahiliyyah. No law can be framed for it; it is a matter between a woman and her own conscience. She herself must take account of her own heart as to whether this impure motive is hidden within it. If it is, then she is the one addressed by this divine command: "And do not display yourselves as you did in the former times of ignorance." (al-Ahzab 33) The Qur'an has made it clear that this is the display of ignorance — it existed before Islam, it exists now, and it will exist in the future; whenever it is adopted, it will remain ignorance. It has no connection with Islam, however beautiful and alluring a name may be given to it.

In short, it is obvious that as long as a person lives in the world with his eyes open, his gaze will fall on everything. It is simply not possible that a man's eye should never fall on a woman, or a woman's on a man. For this reason the scholars have said, in the light of the Qur'an and the hadiths, that if the gaze falls suddenly it is pardoned. What is forbidden is that a second, deliberate look be cast.
