ظالم حکمران کے سامنے کلمہِ حق کہنا سب سے بہتر جہاد ہے
حضرت ابو سعید خدری رضی اللہ تعالیٰ عنہ سے روایت ہے کہ رسول اللہ صلی اللہ علیہ وسلم نے ارشاد فرمایا کہ: “سب سے افضل (بہتر) جہاد اس شخص کا ہے جو ظالم حکمران کے سامنے حق بات کہے”۔ (ترمذی، ابو داؤد و ابن ماجہ)
کافر دشمنوں سے قتال کرنے میں اگرچہ شکست اور اپنی موت کا خطرہ بھی ہوتا ہے لیکن فتح اور کامیابی کی امید بھی ہوتی ہے، مگر ظالم حکمران کے سامنے کلمۂ حق کہنے میں اپنی جان کا یا کم سے کم سزا کا خطرہ ضرور ہوتا ہے، اسی وجہ سے اس کو افضل الجہاد قرار دیا گیا ہے۔
جابر و ظالم حکمران کے سامنے حق کہنے کو بہترین جہاد اس لیے فرمایا گیا ہے کہ جو شخص کسی دشمن سے جہاد کرتا ہے وہ خوف و امید کے درمیان رہتا ہے، جہاں اس کو یہ خوف ہوتا ہے کہ شاید دشمن مجھ پر غالب آ جائے اور میں زخمی یا شہید ہو جاؤں تو اس کے ساتھ ہی اس کو یہ امید بھی رہتی ہے کہ اس دشمن کو زیر کر کے اپنی جان بچا لوں گا، اس کے برعکس جو شخص کسی ظالم و جابر حکمران کے سامنے حق بات کہنے کا ارادہ رکھتا ہے اس کے لیے امید کی ہلکی سی کرن بھی نہیں ہوتی بلکہ خوف ہی خوف ہوتا ہے، چنانچہ وہ اس حکمران کے مکمل اختیار و قبضہ میں ہونے کی وجہ سے اس یقین کے ساتھ امر بالمعروف و نہی عن المنکر کا فریضہ ادا کرتا ہے کہ اس کا انجام دنیا میں میری تباہی و نقصان کے سوا کچھ نہیں، اور یہ ظاہر ہے کہ جس مہم میں انسان کو اپنی زندگی اور اپنے مال و متاع کے باقی رہنے کی ہلکی سی امید بھی نہ ہو اس کو انجام دینا اس مہم کو انجام دینے سے کہیں زیادہ صبر آزما، ہمت طلب اور مردانگی کا کام اور بدرجہا افضل ہوگا جس کی انجام دہی میں اپنی زندگی اور اپنے مال و متاع کے باقی رہنے کی بہت حد تک امید ہو۔
یا اس کو اس لیے افضل الجہاد فرمایا گیا ہے کہ حکمران کا ظلم و جبر ان تمام لوگوں کو متاثر کرتا ہے جو اس کی رعیت میں ہوتے ہیں، اور وہ کوئی دس بیس نہیں بلکہ لاکھوں اور کروڑوں بندگانِ خدا ہوتے ہیں، لہٰذا جب کوئی شخص اس حکمران کو اس کے ظلم و جبر سے روکے گا تو وہ اپنے اس عمل سے اللہ تعالیٰ کی کثیر مخلوق کو نفع پہنچائے گا، جبکہ دشمن سے جہاد کرنے میں یہ بات نہیں۔
بادشاہ و حکمران کو امر بالمعروف یہ ہے کہ اس کو اس کی بے راہ روی اور اسلام دشمن پالیسی سے روکا جائے اور اس کے جو اعمال و افعال اور طریقہ کار غلط ہوں ان کو اس پر واضح کیا جائے، یعنی اسے بتایا جائے کہ تمہارا یہ کام عدل و انصاف کے خلاف ہے، تمہارا یہ فیصلہ یا یہ فرمان قانون اور نظامِ حکمرانی کے مطابق نہیں ہے اور تمہارا یہ فعل و عمل دین و اخلاق اور اللہ اور اس کے رسول صلی اللہ علیہ وسلم کے حکم کے برخلاف ہے۔
سلف صالحین کا یہ معمول رہا ہے کہ وہ اپنی جان کی ہلاکت کا خوف کیے بغیر حکمرانوں کو ان کی غلط روی سے پوری قوت کے ساتھ انتہائی سخت لہجے میں ٹوکا کرتے تھے، اس لیے کہ وہ جانتے تھے کہ اگر اس کے نتیجہ میں حکمران کا عتاب جان کی ہلاکت کا سبب بن گیا تو اس سے بڑی سعادت اور کیا ہوسکتی ہے کہ جہاد میں شہادت کا درجہ نصیب ہوگا۔
اللہ تعالیٰ ہم سب کو حق بات کہنے کی توفیق عطا فرمائے۔ آمین!

سلف صالحین کا یہ معمول رہا ہے کہ وہ اپنی جان کی ہلاکت کا خوف کیے بغیر حکمرانوں کو ان کی غلط روی سے پوری قوت کے ساتھ انتہائی سخت لہجے میں ٹوکا کرتے تھے، اس لیے کہ وہ جانتے تھے کہ اگر اس کے نتیجہ میں حکمران کا عتاب جان کی ہلاکت کا سبب بن گیا تو اس سے بڑی سعادت اور کیا ہوسکتی ہے کہ جہاد میں شہادت کا درجہ نصیب ہوگا۔
اللہ تعالیٰ ہم سب کو حق بات کہنے کی توفیق عطا فرمائے۔ آمین!
English translation
Abu Sa'id al-Khudri (RA) narrated that the Messenger of Allah ﷺ said: "The most excellent (best) jihad is a word of truth spoken before a tyrannical ruler." (Tirmidhi, Abu Dawud and Ibn Majah)
In fighting the disbelieving enemy there is indeed the danger of defeat and of one's own death, but there is also the hope of victory and success; whereas in speaking a word of truth before a tyrannical ruler there is a certain danger to one's life, or at the very least of some punishment. For this reason it has been declared the most excellent jihad.
Speaking the truth before a cruel, oppressive ruler has been called the best jihad because one who fights an enemy lives between fear and hope: he fears that the enemy may overpower him and that he may be wounded or martyred, but alongside that he also hopes to subdue the enemy and save his life. By contrast, one who intends to speak the truth before a cruel, oppressive ruler has not the faintest ray of hope — there is only fear; for, being wholly under the ruler's power and control, he fulfils the duty of enjoining good and forbidding evil in the certainty that its outcome in this world will be nothing but his own ruin and loss. And it is obvious that to undertake a task in which one has not the slightest hope of one's life and property surviving is far more demanding of patience, courage and manliness — and by many degrees more excellent — than to undertake a task in which there is much hope of one's life and property surviving.
Or it has been called the most excellent jihad because a ruler's oppression and tyranny affects all the people under his rule, and they are not some ten or twenty but hundreds of thousands and millions of Allah's servants; so when someone restrains such a ruler from his oppression and tyranny, by that act he benefits a vast multitude of Allah's creation, whereas this is not the case in fighting an [external] enemy.
Enjoining good upon a king and ruler means to restrain him from his waywardness and anti-Islam policy, and to make clear to him those of his deeds, actions and ways that are wrong — that is, to tell him: this act of yours is against justice and equity; this decision or decree of yours is not in accordance with the law and the system of governance; and this conduct of yours is contrary to religion and morals and to the command of Allah and His Messenger ﷺ.
It has been the practice of the righteous predecessors that, without fear for the loss of their own lives, they would rebuke rulers for their waywardness with full force and in the sternest tone, for they knew that if, as a result, the ruler's wrath became the cause of the loss of their life, what greater blessing could there be than to attain the rank of martyrdom in jihad.
May Allah grant us all the ability to speak the word of truth. Ameen!
