عوام اور حاکم کی ذمہ داریاں

حضرت عبداللہ بن مسعود رضی اللہ تعالیٰ عنہ سے روایت ہے کہ رسول اللہ صلی اللہ علیہ وسلم نے ارشاد فرمایا:'' میرے بعد خود غرض حکمرانی ہوگی (یعنی سارے مفادات خود ہی سمیٹ لینے کی ہوس یا دوسرے معنی میں اپنوں کو ترجیح دینا) اور دیگر امور جنہیں تم برا سمجھو گے، صحابہ کرام رضوان اللہ عنہم اجمعین نے عرض کیا یا رسول اللہ صلی اللہ علیہ وسلم! آپ صلی اللہ علیہ وسلم اس شخص کے متعلق کیا حکم فرماتے ہیں جو ہم میں سے یہ زمانہ پائے؟ آپ صلی اللہ علیہ وسلم نے فرمایا: تم اپنا وہ حق ادا کرنا جو تمہارے ذمے ہے اور جو تمہارے حقوق (حکمرانوں کے ذمے) ہیں، ان کا سوال تم اللہ سے کرنا۔'' (بخاری و مسلم)
رسول اللہ صلی اللہ علیہ وسلم نے جن جن حالات کی پیشن گوئی آج سے تقریباً چودہ سو سال پہلے فرمائی تھیں، وہ آج حرف بحرف صحیح ثابت ہو رہی ہیں اور ان کا ظہور ہو رہا ہے، رسول اللہ صلی اللہ علیہ وسلم کی اس پیشن گوئی کی صداقت جو اس حدیث پاک میں کی گئی ہے وہ آج ہر شخص پر روز روشن کی طرح واضح ہے۔
آج ہم عالمی سطح پر نظر ڈالیں تو با آسانی یہ حدیث سمجھ میں آجاتی ہے، آج دنیا کے کم و بیش ہر ملک میں خود غرضی کی حکمرانی کا دور دورہ ہے، ہر شخص اقتدار میں آنے یا اپنی نامزدگی کے لیے کئی لاکھوں روپے خرچ کر ڈالتا ہے اور پھر ظاہر ہے کہ جو شخص کئی لاکھوں خرچ کر رہا ہے، اس سے یہ امید کیسے لگائی جا سکتی ہے کہ وہ اقتدار میں آنے کے بعد اپنی توجہ اور اولیت عوام کی فلاح و بھلائی یا مملکت کی خیر خواہی کے لیے کرے گا۔ جو کوئی بھی اقتدار سنبھالتا ہے، وہ اپنے ذاتی مفادات کو اولین ترجیح دیتا ہے اور قوم و ملت کے معاملات و مفادات کو پس پشت ڈال دیتا ہے، اور اس بات سے بالکل غافل رہتا ہے کہ آج جو ذمے داری اسے سونپی گئی ہے کل اسے اپنے ان تمام احوال و اعمال کا جواب اس کے سامنے دینا ہوگا جس سے کوئی بھی بات پوشیدہ نہیں رہتی، خواہ وہ خلوت یعنی خفیہ طور پر کی گئی ہو یا جلوت یعنی اعلانیہ طور پر کی گئی ہو۔
لیکن امت کو انتشار و افتراق سے بچانے کے لیے رسول اللہ صلی اللہ علیہ وسلم نے فرمایا کہ اگر تمہارے حاکم تمہارے ساتھ ترجیحی سلوک بھی کریں یعنی کھلم کھلا تمہاری حق تلفی بھی کریں اور وہ اقرباء پروری، تعصب یا خود غرضی، تمام قومی وسائل کو اپنے لیے خاص کر لیں تو ایسی صورت میں ان کے متعلق تمہارا رویہ یہ ہی ہونا چاہیے کہ تم ان کے حقوق کی ادائیگی میں کوتاہی نہ کرو، یعنی ان کی اطاعت و فرمانبرداری کرو اور وہ جو تمہارے حق کی ادائیگی میں کوتاہی کریں ان پر صبر کرو اور بارگاہ کبریائی میں التجا کرو کہ وہ تمہیں تمہارے حق کا نعم البدل عطا کرے۔ ساتھ ہی رسول اللہ صلی اللہ علیہ وسلم نے حکمرانوں کو بھی تنبیہ فرمائی ہے کہ وہ مذکورہ طور طریقے اختیار کرنے سے بچیں ورنہ وہ اللہ تعالیٰ کے مجرم ٹھہرائے جائیں گے۔
ایک اور روایت میں اس طرح آتا ہے کہ رسول اللہ صلی اللہ علیہ وسلم سے دریافت فرمایا گیا کہ اے اللہ کے پیغمبر! اس کے متعلق ارشاد فرمائے کہ اگر ہم پر ایسے (برے) حاکم مسلط ہو جائیں کہ وہ ہم سے تو اپنا حق مانگیں لیکن ہمیں ہمارا حق نہ دیں تو ہمارے لیے آپ کا کیا حکم ہے؟ آپ نے اس سے اعراض فرمایا، دوبارہ پھر آپ سے یہی سوال کیا گیا تو رسول اللہ صلی اللہ علیہ وسلم نے فرمایا: تم ان کی بات سنو اور مانو، ان کے ذمے وہ بوجھ ہے جو انہیں اٹھوایا گیا (یعنی عدل و انصاف) اور تمہارے ذمے وہ بوجھ ہے جو تمہیں اٹھوایا گیا (یعنی اطاعت)۔ (بحوالہ مسلم)
یعنی حاکم اور رعایا دونوں کی اپنی اپنی ذمے داریاں ہیں، جو بھی اس میں کوتاہی کرے گا اس کا بوجھ اس پر ہوگا، جس کا خمیازہ اسے قیامت کے روز بھگتنا ہوگا، لیکن اس بات کی اجازت نہیں ہے کہ اگر حاکم اپنی ذمے داریوں کی ادائیگی میں کوتاہی کرے تو رعایا بھی سمع و اطاعت سے انکار کر دے، اس لیے کہ کوتاہی کا علاج کوتاہی سے ممکن نہیں، اس طرح مزید فساد ہوگا، بے شک ملک کی سلامتی اور اس کے مفاد عامہ کے لیے حکمرانوں کے ظلم کو برداشت کرنا، ان کے خلاف خروج و بغاوت سے زیادہ بہتر ہے، تاہم قانون اور شریعت جس حد تک تنقید کرنے اور اصلاح کی آواز بلند کرنے کی اجازت دے اس حد تک ظلم کے خلاف آواز بلند کرنا اور اسی طرح امر بالمعروف اور نہی عن المنکر کا فریضہ ادا کرنا خروج و بغاوت سے مختلف چیز ہے اور اس کا اہتمام کرنا اپنی اپنی طاقت اور حیثیت کے مطابق ضروری ہے۔
English translation
It is narrated from Hazrat Abdullah ibn Mas'ud (may Allah be pleased with him) that the Messenger of Allah (peace and blessings be upon him) said: "After me there will be self-serving rule (that is, the greed of grabbing all benefits for oneself, or in another sense, giving preference to one's own people) and other matters which you will find objectionable." The noble Companions (may Allah be pleased with them all) asked, "O Messenger of Allah! What do you command regarding the one among us who lives to see that time?" He (peace and blessings be upon him) said: "Fulfil the duty that is upon you, and as for the rights that are due to you (upon the rulers), ask Allah for them."

The conditions which the Messenger of Allah (peace and blessings be upon him) foretold nearly fourteen hundred years ago are today proving true letter for letter and are coming to pass. The truthfulness of this prophecy of the Messenger of Allah (peace and blessings be upon him) made in this blessed hadith is today as clear to every person as broad daylight. If we look at the situation on a global level, this hadith is easily understood; today, in more or less every country of the world, self-serving rule holds sway. Every person spends several hundred thousand rupees to come into power or to secure his nomination, and it is then obvious that a person who is spending hundreds of thousands—how can one expect that after coming into power he will devote his attention and priority to the welfare and betterment of the people or to the good of the state? Whoever assumes power gives foremost priority to his personal interests and pushes aside the affairs and interests of the nation and the community, and remains utterly heedless of the fact that the responsibility entrusted to him today, tomorrow he will have to answer before Him for all these conditions and deeds, from whom nothing at all remains hidden, whether it be done in seclusion, that is, secretly, or in the open, that is, publicly. But to protect the Ummah from disorder and division, the Messenger of Allah (peace and blessings be upon him) said that even if your rulers treat you with favouritism—that is, openly deny you your rights, and out of nepotism, prejudice, or self-interest reserve all national resources for themselves—then in such a case your attitude towards them should be that you do not fall short in fulfilling their rights; that is, obey and follow them, and as for their falling short in fulfilling your rights, be patient with them and beseech the court of the Almighty to grant you a good compensation for your right. At the same time, the Messenger of Allah (peace and blessings be upon him) also warned the rulers to refrain from adopting the aforementioned ways, otherwise they will be held guilty before Allah. In another narration it comes that the Messenger of Allah (peace and blessings be upon him) was asked, "O Prophet of Allah! Instruct us regarding this: if such (evil) rulers are set over us that they demand their right from us but do not give us our right, what is your command for us?" He turned away from it. Again the same question was put to him, whereupon the Messenger of Allah (peace and blessings be upon him) said: "Listen to them and obey them; upon them is the burden placed upon them (that is, justice and equity), and upon you is the burden placed upon you (that is, obedience)." (Reported by Muslim) That is, both the ruler and the subjects have their own respective responsibilities; whoever falls short in this, its burden will be upon him, the consequence of which he will have to face on the Day of Judgement. But it is not permitted that, if the ruler falls short in discharging his responsibilities, the subjects too should refuse to hear and obey, because a shortcoming cannot be remedied by a shortcoming; in this way there will be further corruption. Indeed, for the safety of the country and its public interest, to bear the injustice of the rulers is far better than to rise up and rebel against them. However, to raise a voice against injustice to the extent that the law and the Shari'ah permit criticism and the raising of a voice for reform, and likewise to discharge the duty of enjoining good and forbidding evil, is a different thing from rising up and rebelling, and to make arrangements for it according to one's own strength and standing is necessary.
